Riek Machar's return to Sudan halted due to weapon's dispute.

The expected return of South Sudan's rebel leader Riek Machar has been delayed repeatedly. Machar who was supposed to go back to Juba on April 18, Monday to be sworn in as the first Vice President of South Sudan is on halt due to weapon dispute.

The disagreement is over the number of opposition troops traveling with Machar and his chief of staff, Simon Gatwech Dual, who is under the United States and United Nations sanctions. 

He was supposed to go back as part of a deal to end a conflict that rose since 2003 and has killed more than 50,000 people and forced more than 2 million from their homes. A peace agreement signed in August between President Salvia Kiir and Machar laid the framework for peace, but it is yet to be implemented.

Machar's return is widely seen as vital in forming a unity government , in turn, can an important step in ending a decade-long civil war. He has yet to take off from neighboring Ethiopia, where he chartered a plane for his officials and a large number of troops.

Riek Machar has accused the government of blocking his return to the capital to form a unity government after two years of civil war. Riek Machar is accusing President Salva Kiir of “violating” the security arrangements necessary for his return to Juba.

As both the sides have been accused of shifting the goal posts of the hard-won peace agreement that cleared the way for Machar's return, Juba is in complete chaos and it is difficult to get any clarity on what the real issue is.
